As reported in our Q1 2026 community update.
Most developers hand buyers hundreds of pages of strict rules. At Veritas Village Coronado we went the other way, and in early 2026 Panama's government signed off on it.
A Milestone for Owners
Panama's Ministry of Housing and Land Management (MIVIOT) signed the approval that makes Coronado's PH, the homeowners' association, a legal entity. Its regulations will be attached to each owner's title.
Delete, Delete, Delete
Our freedom-oriented, minimal-rules regulations were new to Panama, and to Latin America in general, which is part of why approval took time. Some standard rules had to stay to get the document through. Panamanian law, however, lets the developer allow residents to modify the regulations by vote once they are approved, and we intend to use that right so the rules become what residents want.
Your Vote, Weighted by What Matters to You
We plan to begin DAO voting, including quadratic voting, so residents make HOA decisions directly. Quadratic voting lets each resident put more weight behind the issues they care about most, while making it increasingly costly for any one voice to dominate. It is the same governance system used across every Veritas Village.
How Coronado Earned Its Approvals
- Zoning: In early 2024 MIVIOT approved rezoning the land from agricultural to residential, followed by a public review period with a notice of at least 20 business days.
- Master plan: New residential rules led to minor adjustments, including at least 20 meters of road frontage per homesite, turnarounds at dead ends and gentler road curves.
- Titles: Each homesite's survey is reviewed individually by ANATI, Panama's land registry, and each receives its own finca (registration) number so it can be transferred to its owner.
- The PH: The Minister's signature on the PH regulations, early 2026.
